Schools, parents students for the school part. Local businesses, public transit, bike share for tourism. Handling local traffic is a bigger issue.

If public transportation is increased in that area, muni running to more stops more frequently, the city could more easily adapt to a change in transportation as well as maintain a certain amount of safety to people travelling at night.

Massively cut down the amount of avenues open to cars and replace with bike lanes/park-like walking zones/public transit. Set up free and very large parking garages at each exit to the city with high-volume public transit lines leading into the city, allowing people to still own vehicles even if they can't park them at their homes. Make it almost completely obsolete to need a vehicle for local traffic.

Perhaps instead of having a small designated "bike lane", you have a dedicated "car lane/route" for "mandatory traffic/locals" or perhaps there are parking lots at each end and the only options are foot/bike/public transit/trolley inthe zone.
