Opt-in/Opt-out Micro-voting

Instead of voting once every few years, citizens can subscribe to "vote lists" on specific issues or areas (environmental policy, policing etc). They'll be sent briefing material and a link to vote. After passing a basic competency test on the issue, they can register their vote. Elected officials are responsible for encouraging high voting levels on the different issues.

I love the idea of having a basic competency test before voting. It might be tricky though to set this up so as to not be perceived as discriminatory. Maybe offer services for people who don't pass right away.
