It was said that states would be the "laboratory of democracy", but yesterdays state-centric worldview has given way to a city-centric one.

On the outskirts of a small town, near a large metro area like the Greater Bay Area, a new town is developed where adopting new ways of living and making are the core focus.

You would need the full array of resources necessary to literally build a town. Construction would be initially the most needed, under the direction of proper urban planning.

The town would not be in an ideal location if it is far from the city center because it would be far from jobs. The kinds of people that have the income and ideology necessary to move into a place founded on living innovation are typically already urban and work in the city as professionals. The kind of work they expect will not reasonably be available in a new town for some time.

Though many of those professionals who work in an urban area live in the suburbs. What if, instead of beginning with a whole town from scratch, a preexisting suburb was converted into one of these communities? As it gained popularity, it could expand outward accordingly. If it ever becomes large enough to be sustained as a separate community, it will save the trouble of the initial lag in production.
